Howdy.
Yes it is normal for a new tank and new skimmer to have overflow issues as it breaks in and first starts.
Is it sitting in the proper depth of water?
Have you tried to adjust the outflow?

Yes completely normal. I’m gonna save you hours of research that I already hv done. There can be a few different reasons why but mostly because it’s just breaking in. I believe there are oils in the plastic or the saltwater is not aged or cured enough. It will seem like forever but eventually the bubbles will stop. Just take the top off and let it run. Do make sure that it rests at the recommended height.

Agree break in period but on top of that I found it takes times to tune a skimmer. I had a rough time as a noob. I found very small adjustment over long periods of time will help you tremendously. At the beginning run it wide open until it calms down then make micro adjustments

The water depth is like 9 and a half
I had it close but I open it some now if I have to raise it wat would I use?

New skimmers do that. I ran mine in a tote with a mixture of freshwater and vinegar for 24hrs in order to ckean out the manufacturing oils, etc... It helped to keep the skimmer under control while first breaking in.

And how clean keep it calm

Part of the initial reaction is the skimmer going crazy due to the oils and debri on the plastics gettin the manufacturing process. Once those are off, it helps to calm down the skimmer. I think that was your question?
