Live rock DRIVIN ME CRAZY

I have been trying to set up my archway again after about two hours with no avail. I've tried reef putty (the mixing clay stuff) reef glue(broke apart) and balancing them and they simply won't go. I have a little twelve gallon and some of the pieces already have frags growing on them.

HOW THE HECK DO I MAKE IT STAY BALANCED? My pair old diamond gobies are not helping, even grabbing coral bits and trying to redecorate their little burrow at the side of one arch. After four or five collapses I gave up and let it all sit on the sand bottom, corals on top where the gobies hopefully aren't bothering them. How should I redo it to stay? I have about 8 two pound pieces of live rock in there and one 3 pound shelf win Pavonas, montis, etc I'd like to keep as the shelf...

Won't baking soda be bad for the tank?
 
Baking soda is often used an alkalinity supplement. It shouldn't hurt the tank, especially trapped in super glue. I think of a lot of your rock troubles are stemming from the type of rock you have. Glue and putty can only do so much, your rocks are fairly flat and won't easily lock into each other that well, although they make great platforms for corals. I have the best luck trying to find a fit that almost works without glue, and then puttying or super gluing it for extra security. Sometimes you can wedge and glue smaller rubble pieces in the cracks like brick and mortar. This can also help keep the rocks from looking like an unnatural stack. If you don't have any rubble, buy a piece of branchy fiji live rock and hit with a hammer while it's in plastic bag. You'll have rubble in no time, fiji live rock breaks apart easily and is nice and rough making a good adhesive attachment point.
 
I use reef putty and super glue gel. I press a piece of putty that has super glue gel on both sides between the two rock surfaces I want to join. I let it set for just a minute or two and then it goes back into the tank. And your skimmer might need to be turned off for a day while the putty cures. GL
