I am setting up a 30 gallon tank and I have no plans to add new fish. I have a bicolor dottyback as my only fish. If I add 7 more pounds of rock alongside the 14 pounds of cycled rock at the same time will any ill affects occur? The new rock will be uncycled.

I also have old filtration to bolster the bacteria population.
 
Just watch your po4. sometimes it will leach out new rock and it's part of the reason new tanks get nasty algae issues.
 
Its fine.
You can put the rock in some fresh sea water overnight with a small pump and test the po4 that comes off of it in the morning.
You want the pump for live rock as the bacteria will suffocate with no flow.

This also works for dry rock. It also works for dry rock and you can use freshwater. But you don't need a pump. (No bacteria)


For live rock (cured at the store or half cured)
You can rinse and and do a freshwater dip to kill some pests too and scrub some organics off. Algae too.

A ten min drive will be fine. I've had corals on rock survive longer.

I might just put it into a bucket as you said. Hope there are no mantis shrimp or other bad hitch hikers
