They extend these webs as a means of acquiring food. They do look rather long for Vermatids but it's hard to judge scale.

I would monitor it more closely so you can get ahead of it if need be.

Some types of Dinoflagellates are toxic though. Not even sure of the ID yet so I would not worry yet, just keep an eye on it. If you see an increase on the amount of threads that would concern me.
