Supposed to receive live rock today from Gulf Live Rock, they say if your setup is new to add the rock straight in, is this in fact the way i should do it, if not suggestions on what to do, either way how long should i wait to add a fish, and do i need to test some of the chemicals to know when to add fish, if i do which to test,thanks

How long should i wait to add a fish.

You will most likley experence a cycle as some things in the rock die and others grow. If I was going by time alone I would give it 2 weeks. Just the amount of time to TTM a few fish.
You also might want to look for unwanted guests on those rocks in those 2 weeks.
