If you are trying to be rid of a ton of pests yes.Would I be fine to scrub my live rocks in my old tank with normal tap water then rinse them/ soak them with RO/RI water?

Just note: using this rock again will mean it will need to be cycled just like now rock. Most things will die in the rock. Also when doing this to kill baddies, you will need to do water changes to remove any crude or decomposition that comes from/out of the rocks.
