Would I be fine to scrub my live rocks in my old tank with normal tap water then rinse them/ soak them with RO/RI water?

If you are trying to be rid of a ton of pests yes.

Just note: using this rock again will mean it will need to be cycled just like now rock. Most things will die in the rock. Also when doing this to kill baddies, you will need to do water changes to remove any crude or decomposition that comes from/out of the rocks.

Why are you scrubbing them?

Because my old tank has been through some stuff and I just really don’t want anything bad going into the new tank

i think BRS says this a lot: "an ounce of precaution, is worth a pound of cure"

you're doing the right thing with taking caution with what goes in your tank. good practice!
