Live Sand Question

Setting up my new tank this week and have a question regarding live sand.

Should the tank be partially filled before adding the live sand or put the live and in then fill the tank? Maybe I am over-thinking this.

Any way, your opinions are welcome.
 
The important thing is rock before sand.

With live sand, if you are worried about the bacteria and such, then you could just add in a little water so that is stays wet. You can even add it in later after the majority of water is in, but it'll likely be more cloudy.
