Say my live rock is taken over by bad Algae and other gunk. Can I set it out of the water for a certain time period and make it dry rock? If so how long do you think it would take? And if I made all my rock dry would it cause a tank crash? What are your thoughts?

Yes you can.
In the sun for a month should work.
Once dry it will be full of organics you will need to get rid of.
Without rock your tank will crash.

A MONTH? that seems like a long time. So right now it’s winter will that take even longer? And how would it cause a crash? So many questions lol!

The old rock contains bacteria that acts as a way to convert ammonia to nitrate. Ammonia is deadly. Dry rock contains no bacteria.
If you wanted to hurry the process of removing the bad algae on the rock you can soak it in a bleach and water solution. You will need to still let it dry, then soak it in some rodi or saltwater with de-chlor to be sure all the bleach is gone.
It will then need to be re seeded with bacteria for a while (cure) Until it has enough bacteria to process the ammonia in your tank.
 
If you remove all your rock at once, you will be removing your biological filtration = tank crash
Replacing it with dry rock wont serve much as it wont have any bacteria on it = tank crash

If for any reason you need to dry a live rock you can bleach it and then scrape any organics matter and rinse it very well, but again, this wont serve in your case cause your tank will crash

So in other words there’s no solution.
 
No easy, quick fix.
One radical solution is to reset your tank and start all over again, but its radical.
Another option is to approach one problem at a time and lots of patience
Ya I really don’t have enough money to reset. So is the best treatment for Aiptasia natural predators?
 
Actually you don't need much money to reset it, just time and a place to hold your current livestock in mean time.

There are several methods to treat aiptasia. If you can remove your rock outside of your tank, then you can take out one by one, and scrape with vinegar each aiptasia spot, then rinse the rock in used salt water (from a water change) and then put the rock back to tank.
 
Ok and how can I get rid of green hair algae
That goes away on its own. I know it looks bad, but radical solutions and panicking only make it worse. Just make sure to get nutrient params in line and physically remove it when you can. Don’t use any of the chemicals that claim to fix it. They only lead to problems.
