I have these in my mini reef jar that is cycling and my DT on the back wall. What are they?

Its happened to me before. It has happened when i leave my lights off for long periods of time. The two times i upgraded my lights this have happened. I did research and its supposed to be some bacterial bloom. Even after installing new lights it goes away but only where the lights hit, ive always had them under the rocks where is dark.
