Looking for a safe adhesive.

I am looking for a safe adhesive that I can use to secure sand onto a piece of glass that will be on the inside of the tank. I have already smeared silicone and then layered sand onto of it, but I am looking for something that would further secure it and seal it so I don't have to worry about the sand becoming detached. If there is a spray adhesive/ contact cement that would be amazing. Even a really thin glue.
 
Ive used e6000 in the past for baffles in a sump and let it cure 24hrs. It is not recommended as a tank maker asked them and they replied it was not reef safe.
Did they test on a reef tank? Prob not. They just wanna be safe. Let it cure 100%.
I still used it. Lol.
