Looking for some advice on rock scaping

Well I am getting closer to getting ready to start setting up my tank! I have gathered my equipment that I am going to need to start up, and just waiting to line up some help to move a few things around so that I can get the tank set up in the planned location. Once that is done I will be ready to start the fun of getting things put together. I have been giving thought to how I want to arrange my rock. I know some of it will be done as I start putting things together to see what looks good and what will work. What I am looking for is some advice to use while I am doing this. Do people usually place their rock onto the bottom first and then put in your sand, or sand first and then rock? Also do you use your larger pieces of rock at the bottom to form a base, or use the larger pieces towards the top to help create an anchor? I know that I want to make sure that everything is stable so that I don't have any rock slides occuring, and I am sure that as I start arranging things it will come together. Just looking for some pointers to help me along the way.

Sand goes in first then rock. And I always use large rocks as a base and then puzzle piece other rocks together to get the look I want. Good luck and post pics as you go! :)
 
I've personally always put my rock in before sand to ensure the rock is sitting on the bottom and won't shift.

I like to drill my rocks and insert fiberglass rods (with some aquamend to secure it all) to get the look I want. Don't be afraid to break apart the larger pieces.
Something I learned from drilling rock, get a good bit and go slow. I gradually increase the torque settings on the drill until I'm through. I also drill in a tub, to cool the bit and wash away debris.

Someone makes a reef safe cement mix that's supposed to work really well.

I generally put sand in first, but then I twist and turn my bottom pieces into the sand to make sure they provide a solid base.
 
I usually rest the rock on top of the sand with the heavier pieces at the bottom. As you place the rocks, try to leave open spaces between them so water can easily flow through.
