I think at this point I would consider two things:
1. Sell off all corals and go dark until everything is cleaned up and give the rock more time to establish itself. I have noticed when starting with dry rock that is no resistance to algae taking over. Starting with aged live rock seems to be much more resistant to pests.
2. Tear down, wash sand and start again with aged live rock.
I feel like starting setups with dry rock is a coin toss regarding which direction the system heads.
