Is the skimmer pulling out skimmate?and is the tank near a window?

lol

Why not?
I'm basically dropping a drop to fluid till it changes colour. I understand I can be off a dkh here n there. There's not much to mess up when all ur doing is taking sample and adding a single titration fluid

As far as the algee film on the glass with in 30 mins. Doesn't anyone have any thoughts on that
Algae growth in a new tank is normal it's called the new tank uglies. How long are you running your lights and what intensity? Sounds like you might need more of a clean up crew in your system?

A poor test kit result may not be due to your error at all. Reagents can be expired, diluted, evaporated, mismanufactured, left on a hot truck in the arizona desert...

Don't over-rely on a test result, especially if the result is lower than anyone else ever reports.

I've seen thousands of alk test results. 3 dKH is, if not the lowest I've ever seen, right at the bottom.

Try leaving the blinds closed and see if that cuts down on the glass cleaning.
