Low oxygen levels?

Hi, I have just setup my tank. I got 2 young clownfish yesterday and today I noticed one of them is gasping for air at the surface which I read is due to lack of oxygen. It also has not eaten since I go it. I did a 50% water change and tried to manually aerate it by mixing. It did not help. The other fish seems fine. My setup:

60L
26 Celsius
1.025 salinity
about 8 ph
I am using tap water mixed with tapsafe solution.

The filter appears to be circulating fine.

What am I doing wrong?

Going to need a bit more info. when you say you just set up how long ago was that? Have you measured ammonia to make sure the tank is properly cycled?
Also, I would recommend you get some RODI water. Will make your life easier long term. Tap water is not that great in some places, it can have a lot of things you don't want in your tank.

The tank was set up 4 days ago. I have not measure ammonia. However, I believe that I found the problem. I think it has a parasite as I saw some white string stuff attached to it. It also explains why it isn't eating.
