Low Phosphates but having an algae outbreak?

Hey guys, so my Hanna checker says phosphates are <0.05, yet I am having an algae outbreak. Oh and nitrates are around 10. Dinos on the sand bed, hair, and other algae growing on the rocks. Seems like the algae came out of nowhere and is growing fast. My tank is two months old. Is this a normal phase for a young tank to go through? If so, do I need to fight it or will it go away on its own if I just stick to the regular maintenance. I'm just confused because my phosphates and nitrates are in check, which I thought would prevent any algae occurrence.
 
Also do you do water changes and have you verified if in fact ifs dinos? Pics..?
 
Most likely the algae is consuming all of your PO4. Do you have any pictures of the tank?
