I picked up some stock at another LFS and they run their salinity at 1.020 to prevent parasites/disease they claimed. Since this batch of fish they got was received by them a couple of weeks ago, and I purchased yesterday, I'm thinking to keep the salinity at 1.020 for another couple weeks before I slowly raise the salinity.

Questions are:

1. Does low salinity guarantee that parasites such as ich, etc are killed because of such low salinity?
2. Should I keep the salinity low at 1.020 for longer?

Cheers

Yes and no, It can inhibit life cycle of parasites and prevent spread, but sg 1.020 is probably too high to do that.
Your options are either to lower it further ( if your tank is FOWLR) or perform copper prophylactic treatment.( in QT tank)
Eventually you need to raise salinity and that should be done slowly.
