Low temps effect on bacteria seeding?

Got a little time before setting up a tank. Have already designed and assembled my aquascape with Marco rocks. I want to seed the rocks and some sand with some live rock and sand from the LFS in an effort to jump start the cycling process.

Outside temps in non-insulated garage get down into the 40s (f).

What effect does cold temperature have on the beneficial bacteria and cycling process?

Should I just find a place in the house to do this?

Yes, I would.
Bacterial processes that you expect to happen in tropical reef tank at ~80f will happen so much slower at 40-50F that there's little point in trying.
The stuff you want to happen may not happen at all at that temp.

(Or put a serious heater in the tank)
