Curious as what I should do.
Order a few (10) LPS and as luck would have it, we, here in S. Ms/sS. La had a winter blast that came through and threw a wrench into the gears.

UPS, was of course a day and a half late in delivering my frags and while the shipper did use heat packs, they kinda petered out (which is to be expected) in the low teen temperatures and ice we have been having.

After unpacking them, the water they are in felt slightly warmer than an ice cube. Stuck here at work for the next 2 hours with no way to start acclimating them is of no help.
I checked them ( Acans, Favia, Blastos & encrusting Montis) out with a flash light and the polyps were pretty much all open with the exception of 1 monti

Should I write them off as being DOA due to UPS's lackadaisical delivery approach?
What special steps should I take to acclimate them when I do finally get them home?

Do I acclimate them as normal and hope for the best?

Contact the place you bought them from and see what they recomend. Personally, i would try to save them since they are a living creature. Maybe they will credit you for what ends up dying...

I would definitely try to acclimate them. LPS are a little more resilient than sps corals. You can float them in your tank for a while to get the water warmer. Then you can acclimate them with a drip or your preferred method and don't forget to use a dip. You can see how they look after a day or so and decide if they are good. I would still contact the seller to advise of the delay. Most distributors have a DOA policy.

I haven't given up hope and will do what I can but at this point i am not sure what I can do.

Good suggestion on contacting the vendor. Although I fully accept responsibility for the fact that it was my fault for not contacting them and asking them to hold the frags for a couple days, till we get a better weather window.

Well, all the frags have been acclimated and are in the tank Aside from shedding a bit of mucus and 1 pink Monti sloughing off some pink mucus, they are all puffed up and seemingly is decent ( considering what they went through ) health.
The next couple day's will tell the tale..

I dealt with something similar and I floated them a lot longer than I normally would. I figured that since they were going to see a big rise in temp it would prob be better they do that in the water they came in. I floated for about 2 hours and waited til I saw everything open under light and then I went with my normal dip process. These were zoas and shrooms so they are a little more forgiving than lps but all of them opened.
