Anemones do not release toxins. They have nematocyst that they release upon physical contact with fish/tissue/hand.....A decaying anemone may cause an elevated ammonia level. What you saw was the anemone expelling waste and or zooxanthellae.
Adding buffers is a lesson in frustration, don't chase the numbers, observe your live stock 1st and foremost.
Not sure what to make of your nitrate level, I believe the value is very questionable. API test kits are notoriously bad and inaccurate.
If that phosphate value is accurate you need to correct that or you'll end up with an algae nightmare.
