LTA looking healthy but wont settle

I've been having some recurring troubles with my Reefer450 (92 Gal) since the end of august.
I went on vacation during which my Bubble tip anemone died and lost some corals but luckily no fish.

Fastforward to early October, I opt to go for an LTA for my clownfish to minimize the movement of the anemones on the rockwork which was a constant struggle with my BBTA (I am told LTA are sand dwelling). I purchase a good looking green LTA, no damage to the foot and it was settled in the tank at the LFS.

I've had it for about 6 weeks now but I can't get the darn thing to attach or settle anywhere in the tank. It seems to just slowly pop out of the sand over the course of a day or 2 no matter where I try to put it. It still looks healthy, no damage to the foot and it opens up.

I usually turn my gyre down when trying to settle it in a new spot. I dont think its an issue with too much flow though as I usually just find it lying on its side, not flying through the tank with the current..

Any help or suggestions would be appreciated.. My tank is now predominantly Soft and LPS corals as nearly all my SPS died after the BBTA died (alot of lps are still struggling too).

Alk 7.8 dkh - Aquaforest
PH 7.8-7.9 - Apex
Temp 77 - Apex
Salinity 1.024

Salinity is taken with an American Marine Digital Refractometer (calibrated and also confirmed with manual refractometer)

Stocking:
2 Black photon Clownfish
1 Royal Gramma Basslet
1 Chalk Basslet
1 Yellow Watchman Goby
1 Randall Pistol Shrimp
1 Hectors Goby
1 Fire Shrimp
1 Cleaner shrimp

Been wanting to add a wrasse and kole tang but I'd like to solve my anemone issues first
 
According to your #s - Alk is low, PH is low and Nems like temp a little higher around upper 78-79 degrees. Another note for a LTA do you have at least a 4" sandbed? They need that for natural habitat. The other big question - how long has this tank been set up?
 
Thanks! Tank has been set up for about a year now. I do have a 2-4 inch sandbed depending on the area of the tank. I mostly tried to settle it in deeper areas with a bit a rubble around it.

Temperature is no issue, i can easily bring it up a degree or 2.
Would the Alk be an issue even if it is stable at 7.8?

I know my PH is on the low side but when I discussed it with my LFS they were saying they can never get their tanks to hit a PH over 8 so I shouldn't worry. Maybe I'll have to look at some material to read online lol
 
I try to keep my temps between mid 78's to mid 79's, Alk should be 8- 8.5 and PH at least 8.0. Better if you can get it up closer to 8.2 my nems just love the higher PH and lots' of light.
