Looking at the picture - I don't see Lymphocystis. I see a lot of frayed fins (which is not normal) - and perhaps some ich spots. However, it's impossible without a better picture and more information. How old? Any other fish? was it QT'd, what are your parameters, if the fish is new, how did you acclimate. If you did QT - with what and how long?
I agree, I see frayed fins and some ich trophonts. You may need to treat all the fish exposed to this fish. Are there invertebrates in the tank? Those will hinder a proper treatment. Coppersafe or hyposalinity are your two best options.
