Lympho or Ich?

Hi guys, recently bought a Longnose Hawkfish and a TINY Yellow Belly Blue Tang (size of a quarter) from Live Aquaria. I observed them in my quarantine tank with Prazipro and Metroplex for about a week and the tang was eating from the moment it came home. I inspected him thoroughly and did not see anything unusual.

While I DO believe in a quarantine period I have had losses from stress of a quarantine tank for extended periods of time and since he was so young (which normally makes fish more adaptable to changes) and healthy looking I put him in my display. About 3 days later he appeared with pretty big white spots on his fins and body. These spots change in number every day and location. I've had velvet, but never ich so I'm not too familiar. Would ich move daily this way? He's had days where I counted 1 or 2 and others where he has 5-8. He's active and eating whenever food is provided. No other fish show any sings of this. I've seen Lympho before on my fish, but once it left the fish I wouldn't really see it return. The specks are white circles that seem to be external to his body and again they move daily. What does that sound more like? I wish I could get a picture of this, but he moves so extremely fast it's impossible.

I've looked at countless pictures online and just when you think you know which one it is you see a picture where you go back on your idea.
