The first thing you need to do it takes the sponges that are in your fuge out and give them a sniff. If they stink toss them in the trash. If they don't keep an eye on them for the new month or so to make sure they're not decaying. Next, I'd suggest a water change of at least 25%, 50% would probably be better but make sure the PH, temp, and salinty are all fairly close to the display water. Don't add anything to the tank for at least a few weeks and let things stabilize. My other concern is that you just don't have a good enough protein skimmer and that you're lacking enough live rock (is that even live rock?) to have sufficient biological filtration with the type of fishload you're heading for. It's a little late for adding more live rock unless you are absoutely sure it's completely cured, but the skimmer is something you could upgrade and have great benefits from.
Many of the fish you're adding are not for inexperienced hobbyists. Powder Brown Tangs, Anthias, Seahorses, Tilefish, Butterflies, etc. are not easy fish to keep and even when experienced they should not be added to new setups. In addition to that the chances of them being healthy net caught fish are slim, especially considering they're going for cheap in the Philippines. Mandarins/Dragonettes are fish that should really only be kept singly with large amounts of live rock in a very established tank. You need to start reseraching each fish you want to purchase before you purchase it. If you don't start doing that research and don't slow down a little you're just going to find yourself frustrated and killing a lot of fish, and you're not going to have much fun in this hobby if that is the case.
Lastly, and most importantly, SLOW DOWN. This hobby rewards patience and will quickly chew up and spit out those who lack it. Good luck and keep us updated on how things are going.
