Can someone identify this and does anyone have a solution?

Looks like GHA (green hair algea) or biprosis manual removal is best with siphon to remove it with the nitrates that it holds. But if it gets to be out of hand you can try a fluxconazole treatment.

I have good luck with a tooth brush without a lot of pressure, just about the same pressure you would apply brushing teeth using the back and forth motion to "uproot" it

Is there a coral on the plug? If there is just scrub and dip it. If there isn't and you want to plug there scrub and dip in hydrogen peroxide to kill the algea completely
