Noticing my Chaeto is turning brown in my refugium. Is too much light making this happen?

I am lighting it with a EcoPico led (Light spectrum: 12K White & 453nm Actinic Blue. Total watts: 9 watts)

I run it 10pm to 4am.

Nitrates are at about 8-10

Doesn't tumble much.

IMO, it's not too much light. In fact you could still add more light. I've seen people use 150w high pressure sodium bulbs with great success. You could be seeing nuisance algae growing on your chaeto. If you can increase the flow to where the chaeto slowly rolls, exposing all sides to the light, the chaeto will grow faster an outcompete the nuisance algae.
