Will macro algae make it in a new tank, even before cycle? Wondering if placing some in from the beginning wouldn't help starve off the nitrates coming later.

It should survive. Macros feed off ammonia and nitrite before nitrate supposedly. We just use them as nitrate reducers because that's mainly what they have available after the good bacteria in our rock consumes the ammonia and nitrite. I've read some people will add it before even adding rock.
I've just read this, not actually done it myself though.
