Has anyone used one of these?
And do they work?

I have two of them. I used one stock as is and it was louder than my DIY Stockman standpipe. On the other I drilled the hole in the cap out large enough so a piece of airline tubing fit snugly and inserted the tubing down into the standpipe until it quieted the noise. It is very close to the Stockman now but I eventually went back to the Stockman. If you are not into DIY they are a good alternative.

One more thing, does it skim the top of the water?

Yes, it is pretty good for skimming surface film if it is set up properly.
