So I finally came up with a slick way of sucking out bubble algae without a dexterity test.
I had an old hard tube from something, and I used a dremmel to sand one end into a rounded screwdriver-like tip. The plastic piece is short enough to be pretty maneuverable and it works great to dislodge those things and instantly remove them.
