Male bird wrasse behavior, fluttering/twitching

I have just noticed a strange behavior of my bird wrasse. Have never seen him do it before. Its a fast fluttering/twitching motion. It almost seems like he's doing it to the hawkfish, is this courtship behavior? There are 0 articles on documented courtship behavior of bird wrasses or just behavior in general, very vague articles.
