Mandarin Dragonet Fin Problem

Hello all, got a mandarin dragonet a few weeks ago, just noticed a piece of his fin is gone. All my other fish are friendly for the most part: two clownfish, blenny, Valentini Puffer. He has plently of copepods to eat. Below is some pictures of the remains of the fin and my water quality tests.

Its probably the puffer, also likely to nip at the frogspawn or any other corals you are keeping.

Keep an eye for an infection. If hes still hunting pods good chance he will recover if one doesnt occurz
 
When I’m watching, the puffer seems to keep to himself and only bite at live rock, no corals. So, my big two questions, should I be concerned? And how long might it take for him to regrow fin.
 
Exterior signs, fuzzy or pink.

Behavior signs, less active, appetite suppression.
