That's gotta be a tumor or benign growth of some kind. A rare fungal or bacterial infection are two other possibilities, but the latter should have killed him by now.
I would be tempted to try an herbal remedy on it (Melafix + Pimafix come to mind) just to see if they would have any impact.

I was about to say infection based on the picture alone, but yeah.... it should have killed him by now if that's what it was. I don't have any better ideas to offer, so I'll just say that I agree with the herbal stuff. I would be concerned about it spreading though. If it gets to the gills or the eyes, that could be a problem.
@Humblefish I wonder what the chances of a mandy getting lympho would be? Could this be an odd manifestation of it?

Doesn't look like Lympho (based on the pic), but being dragonets have such a thick (and toxic) mucus coat it is possible that Lympho could manifest differently on a mandy.

It would be weird. I had the same reservations about it too, but thought it could be a possibility. Either way, OP, I would keep an eye on the direction of the growth and rate of the spread.
It's a good theory, Meredith. There's just no way to know for sure what it is without a scrape & scope ID.
