I think yes, even though one seems to not have much of a spike, the fin seems very tall for a female. What's their behavior like - it looks to me like they are currently fighting.
Some bullying can happen even with mandarins of a different sex, but isolating them in an acclimation box or similar should lessen that with time, whereas I don't know if two males would ever really stop fighting. They will also try to latch onto each others' fin spike while fighting, so it could be that they both had it and one has already lost it in the fighting.

I'd keep any eye out for them around lights out time, as that's when they'd normally be looking to spawn and likely would be most aggressive. If they're not fighting each other then, you may be in the clear temporarily, but my approach would be to separate them right now and observe them closely to try and determine their sex and their attitude towards each other - mandarin fights usually get violent.
