Mangrove papule hasn't sprouted

Mangrove papule purchased from LFS hasn't sprouted in 5-6 months. Is this normal?
 
If it's keeping the roots and the propagule is still green and firm (squeeze it between your fingers) it's still alive. It will turn brown and get mushy if it dies. They can stay dormant for a long time before they sprout roots, but once they start to grow I've never had one stop growing and still survive. BTW, I get to collect them off the beach and have started dozens of them.

That kind of light is it getting? Remember, these grow in direct sun in south Florida!
 
Rooting is important as is detrious and inorganics to feed the plant. Lighting is Very important.
Try miracle mud which is beneficial to both refugium and the mangroves
