As the title states, is there a treatment that will nuke algae yet is also safe for mangroves? I have an infestation of ulva algae that will not go away. It's in two tanks, one if which runs ULNS despite me dumping food in it. No other algae in tank and everything is clean... ulva still grows. My nano has two, one year old red mangrove trees growing in it that cannot be removed. They have placed roots into my rock.

No, anything that will kill bubbles algae and ulva will kill everything else. For bubble algae your best bet is likely a rabbitfish/foxface. I haven't had to content with ulva much so not sure on any natural herivores.

I figured as much... maybe I can get an urchin to keep it knocked down. BA I'll just manually remove. Tangs, rabbitfish and foxfaces are out of the question, the nano with the mangroves is only 20g. My 90g main display I'm going to try Vibrant to kill the ulva algae. I only have chaeto in there which I'm just going to throw away and replace later.

I really want to try vibrant but don't want to kill all my macro.

I could move the macro to a qt tank and just keep that going with pods and macro right?

You could. You also risk reintroduction of nuisance algae if there is any that could possibly be in the macro. I assume you have chaeto? The stuff is cheap enough and usually found for free from local hobbyists. I'll probably take mine in to the LFS for credit.
