Most likely, but it depends on the species. The common mantis shrimp in the hobby get too large, but (at least according to Roy's List of Stomatopods) there are a handful of different mantis shrimp species that could be kept pretty comfortably in a tiny tank like that.Won't it outgrow a tank that small?
A peaceful mantis….. lololI've been feeding this one with a pipette, he'll come out and punch the tip a couple of times before grabbing the bit of food from it. A peaceful mantis would be nice, my plan was to start the new tank with a few hermits and snails and keep a careful eye on the population to see how bloodthirsty this guy is.

Just got in the new tank and placed it. Just waiting on substrate and light now. It's a 10 gallon shallow and I'll send it with live sand and several chunks of live rock from the pico. Only problem is that the wennerae left its original tiny hole and runs around in the open and in caves between rocks. Catching it is going to be an adventure...Nice definitely need to upgrade the tank

I've seen peacocks in Indonesia and they're beautiful. Haven't been diving in the gulf / Caribbean yet but this little sucker is fast as lightning. Also likes to move backwards a lot in a pace that's kind of eerie...They are very quick. When I was scuba diving, I came across one.
