Okay, so I have a qt, my fish got velvet in the dt, so I moved them. They all died anyway. So now I have a qt that is "infected" with velvet but has no fish, live rock, or inverts. How can I kill the velvet? No other things to consider as far as livestock goes. It's a bare bottom qt.

Empty the tank and sterilize it and all equipment with a mild bleach solution. Rinse thoroughly and allow everything to be completely dry for at least 24 hours. Then you can reuse everything and introduce new livestock. I usually give everything another quick rinse with RO/DI water before starting it back up.
Hopefully you don' have any corals in the DT, then your lucky and you can just dose copper to kill it off, and it will only take 4 weeks.
See my post above. No point in letting a QT go fallow, just drain, sterilize, dry and reuse.

You can never dose copper in DT as it never leaves, being absorbed in rocks, sand and even silicone of the joints that can turn blue.
I like suggestion of emptying and sterilizing. You can use common household bleach and let it dry afterwards. Other option is to just let it sit empty for 8-12 weeks without host ie fish.
If its a fish only tank, it doens't matter.
Theres not enough in the tank once you add carbon to remove it. There is only a finite amount in the tank, and the carbon will remove it all, at some point, of which testing will tell you when.
