Is this velvet? I didn’t notice this before and his breathing is a bit labored today. It doesn’t look like ick. Looks like small patches of cloudy white?

Nope, not velvet, either bacterial infection or possibly brooklynella
 
Will Seachem paraguard treat either?

Hard to tell by the photos. It could be either brook, uronema, or bacterial. You're best bet is to treat with metroplex + kanaplex + furan2 every 48 hours for 2 weeks. This course of action will address all ailments listed.

 
Photos need more white light for identification.
Metro as effective as it is would be a good start
 
He died when I went to check on the fish before bed. I didn’t have anything on hand, learning mistake. I hope I don’t lose anymore before the meds arrive
 
I have one anemone but no other invertebrates, is it okay to treat with those medications?
 
what other fish are in the tank? of nothing else just go fallow for 76 days. no need to treat
 
dont worry about the nem but the others should be put into a QT tank. start with a five min fresh water dip, then begin 30 days in chelated copper at 2ppm for the next 30 days.
