Matted carpet like algae

Hey guys.....I need help. I have some hair algae but my tangs are on that, but I have some crap that grows like a mat on the substrate. It comes up in sheets. The tangs won't touch it. Any suggestions or ideas? Parameters are good. Alk, phos 0.05, calcium, mag all within desired limits. Nitrates are at 10. TIA!

Probably is Cyano.

Possibly, but I have it other places too that are higher flow..

I can't tell what that looks like due to the blue light, but I just posted an update on a problem that I was having which sounds like it might be similar. I fixed it. See below.
