I bought this used light, these 3 LEDs have little intensity in the three panels, it is normal or they are damaged

This leds is 465-485nm 9 leds, Each panel has 3 leds of these
 
They actually ended up moving the 410 and 420 nm leds to the corners on most of the later models. Its simple to tell the difference, since you dont own the 8k or 10k spectrum models, which they stopped making that layout prior to them retiring them.
Unless it was the first wave of pucks produced, they dont reflect the spec layout pictures shown on their page.
This is the more accurate layout of most models, even the ones produced before the gen2 razors.

Yea, its essentially a UV output. Light at the 410-420 nm range have really strong water penetrability. Too much can actually damage zooxanthellae and slow down photosynthesis (kinda, depending on other conditions). But in proper quantities it can be very beneficial.
