Not my tank. It is soft and you can tear it from rockwork, underneath rock is white. Started as a small patch on live rock. Ideas?

Almost looks like a blue photosynthetic sponge, but it isn't plating like it. I'll wait to hear what others have to say though.
 
It's a sponge to me, and I have seen few SP to come very invasive. Cant recon it as a FS sponge, but it can be.
If you see that one is spreading fast enough peel it off completely and take it off. Have on mind the sponges have the habit if they are invasive, to kill everything. Also they can be toxic. most can degrade the LR to the point the LR to falloff/destroy it self by part, if the sponge die (all go very brittle)
It's up to you what you will decide, depend do you like it or no, but if there are/will be corals, from my point of view take it off gently.
You can put in the high water flow/current point in your system bag with GAC to neutralize the toxins from the sponge which will be produced.

I lurked for a while, and I support SHNICI's post. I have no clue what and SP vs. FS sponge refers to though. My blue photosynthetic sponge was a purchased product that grows differently, so it's far less invasive. Grew right through some zoanthids and choked them out, but since it makes shelves it's easy to confine to a rock. It looks the same in coloration as yours though, and the texture sounds similar. Pic below.

If the owner of this tank isn't concerned about it choking corals (FOWLR for example) then it's really not a problem at all. It's fairly attractive. If they have corals though, it's best to keep this from getting out of control. Follow the post above.

Good FS Sponge, and good Set up ;)
FS=Photo Synthetic , SP = Species (now you make me to think is it FS or PS, need someone to correct me, but I seen mainly FS to be used for them)
BTW I bet his sponge is white/greyish but because of the blue light appear to look like blue FS sponge, and your one since the beginning is been looking like plating montipora. the sponge he have is covering the rock too much and don't start to go vertically(which is actually the blue plating Sponge).
Sorry if I'm not been clear enough or if I'm wrong, but only the OP can tel, but mentioning under the rock is white, the Blue FS sponge can't grow and be alive under structures I member.
