So I have a media reactor that I have been running PhosGuard in. My phosphates are low now where I am comfortable not running my media reactor unless needed. My question is has anyone converted their media reactor into a place to propagate Chaeto or ulva lettuce.

there are a couple people who have videos on Youtube using LED strips (like the LED Cords). One problem is that as you wrap them around the reactor - algae tends to grow on the plastic - which means less light for the chaeto. There are algae reactors with built in pumps - available to purchase - that have lights in the center and the algae surrounds the light - they work well - but also are a pain to clean. IME
