Media Reactor water level

Hey all I just got a IM AIO Media Reactor for my tank to run some carbon. I haven't used one before and I am understanding where the water level should be.

I never had an aio, but can you just use a media bag filled with carbon in one of your chambers?

I could but I have 2 of these reactors. Plan was carbon in one and other not sure.
