Melanurus wrasse cloudy spots on fins

Just noticed that my melanurus wrasse has a couple of cloudy spots on his fins he’s in qt right now because of Velvet break out in dt has been through 30 days in copper then my tang had some more spots on him so I put them all back in for another 14 days half way through 2nd treatment and was wondering what this could be?

Could be bacterial or lymph. Does it look like cauliflower or cotton?

kinda looks like cotton but I cant really tell for sure he hides and when he swims he darts so its hard to tell but I would say cotton
