Metal halide ballast issue

Does anyone know what might be the cause of the problem I am having? I bought a 400 watt ballast for two halides but no matter what i try it will only turn one of the halides, I switched the plugs then the other halide turned on and the original turned off so I know both are working and that thr ballast is the problem. Does anyone know what mught be causing this?

You cannot drive 175w Halides with a 400w ballast. You need a 175w ballast. Take some photos of the data plate of the ballast, if you can... and also the stamp on the bulbs.

I will get them when i get home tonight, its 400 watts but two individual plugs so 200 watts each

I do not know of any MH ballasts that are labeled that way. Dual 175w ballasts will say just that... not the total wattage.
