Do this look used?

I ordered this on Amazon and it came in a bubble envelope but showed it in a package on Amazon.

The arc lube looks dirty. Or do you think this is from testing. My Radium didn't look like that...

I think that's normal. I have three spare bulbs and they all look similar

It should be fine. Just checked the two new ones I have and they look like that. Reeflux brand.
