Metal stand question

I have a 210 gallon tank with a steel stand. My buddy works at a amusement park and painted the stand with stuff they use for rides. I just notice there is either rust starting just a bit or it was miss painted . Best way to paint it? Was thinking between truck bed liner, flex seal, or appliance epoxy

Anything that will tolerate a heavy saltwater environment should work.

I bought one and it is covered in truck bed liner... that stuff is TOUGH!! My cats try to scratch it and can not.
