MH help?

Anyone running 150W metal halides locally? I just bought a cheap little fixture and ballast for my frag tank and I was hoping I could come troubleshoot my bulb and electronic ballast. Im new to halides but I have noticed a few things that do not seem right but someone please correct me if I'm wrong. 1) the bulb looks good with minimal "smoking" but I assume this is pretty normal for halides. @) Im getting no sound or heat from the ballast. Not even a low hum. Any ideas anyone?

Magnetic Ballast? Starting Cap probably bad, or miswired.

Electronic ballast. I notice a little buzz that lasts about 5 seconds when i turn the ballast on.

If it was a 250watt id say we could meet up and let you test it. But if you decide to go for a 250watt hit me up. I'd do some trading for it

I'm starting to think it might be the bulb so I'm going to try replacing it and go from there. Just a side note, I'm not looking to buy a setup. Just wanted some help troubleshooting the one I just bought. Thanks everyone for the help.
