MH light ballets making noise

I got home from work last night and one of my 250w MH light wasn't working. The ballasts is making a different noise and I'm by no means good at troubleshoot electrical. That said, can anyone give me some advice?

Ballast is shot. Trouble shoot it, put another lamp in that unit, if it doesn't light then its the ballast, if it does, then the bulb was bad. Im bettin its the ballast.

Usually a loud humming means the coil inside the ballast has gone.

I took everything apart and found that the bulb somehow had a chip in it and wasn't getting proper contact. First for me.

Also, I'm currently running 2 250w 10k white bulbs with 4 T-5 acitinec bulbs. I've started getting into SPS and wanted to know if I should get different bulbs? Like a 20k blue spectrum. Any advise is appreciated.
