What's the difference in the two? Can they or should they be used together?

Component B-- Component designed for supplementing heavy metals in marine aquarium.

Micro E--- Supplement contains concentrated heavy metals – manganese, vanadium, zinc, nickel, iron, chromium, cobalt & copper. Mixture of trace elements necessary for all marine organisms.
 
No, they should not be dosed together as they are same thing.
Component B is made to dose with other two component A and C for complete dosing of all micro elements.
You can dose micro E if you just want to add heavy metals in the sytem in case you are not dosing the full balling components.
