Micro Zoa or Pest?

Please help identify this colony spotted yesterday. The colony is about the size of a Dime, each polyp about 16th inch. I was unable to post even a few frames of the video my iPhone said is at 7.5 times magnification. This is a screenshot from that video.

At that size, I'd suspect they could be hydroids. But if they are, they are the prettiest ones I've ever seen.
